Structural Repairs for Brightside Farm Farmhouse
Sealed proposals for the Brightside Farm Farmhouse Structural Repairs project
will be received by the Board of Supervisors for Charlestown Township (OWNER) on October 6, 2014
until 12:00 Noon. They will be publicly opened and read at 7:30 P.M. on this same date at the
Great Valley Middle School, 255 N. Phoenixville Pike, Malvern, PA in the Choral Room, where the Board
of Supervisors will conduct a regularly scheduled public meeting. At this time the bid will be awarded
subject to entering into a contract with the successful bidder on terms satisfactory to the Township.
Online sealed bids shall be submitted via the PennBid Program. All documents and solicitation details
are available online for no cost at PennBid –
www.PennBid.net. Al bidders must
submit bid security in the amount of ten (10) percent.
The bidding process will be administered using PennBID managed by the Charlestown
Township Engineer. All questions regarding the plans and specifications shall be provided in writing
online on the PennBid website for the Brightside Farm Farmhouse Structural Repairs project
The bids must be made on the forms furnished by the OWNER. A satisfactory Bid Bond
executed by the Bidder from an acceptable surety, in an amount equal to 10% of the total of the Bid
for construction, shall be submitted with each bid. The BID GUARANTY shall insure the execution of
the Agreement and the furnishing of the surety bond or bonds by the successful Bidders, all as required
by the Contract Documents.
The Bidder's attention is called to the fact that the Pennsylvania Prevailing Wage
Act applies to this Contract and that the successful Bidder shall pay no less than the Wage Rates
determined for the project area as set forth in the Contract Documents.
The successful bidder shall take affirmative action to ensure that applicants for
employment and employees or agents are treated without discrimination based upon race, color, religion,
ancestry, national origin, age, sex, or disability.
Award of the Contract, if the contract is awarded will be to the lowest responsible
bidder, however the OWNER reserves the right to reject any and or all bids on any basis and to waive
any informality in the bidding, as permitted by law. No bidder may withdraw a bid within sixty (60)
days after the actual date of the opening thereof, except in accordance with the terms of PA Act 4
of 1974, latest revision.
A mandatory pre-bid conference will be held at the Brightside Farm (3108 Yellow
Springs Road, Malvern, PA 19355) on September 5, 2014 at 10:00 am. The purpose of this meeting is
to review the proposed work with prospective bidders and obtain their input on any cost effective
alterations to the scope of work that could be made that would still meet the intent of reinforcing
the existing structures.
