The second regular business meeting for April was held April 10, 2000 at the Valley Forge Christian College, Building #11. Irene W. Ewald, Chairman, Hugh D. Willig, Vice Chairman, Kevin R. Kuhn, Michael J. Rodgers, Thomas F. Oeste, Esq., Gary Bender Esq., Ed Theurkauf, Linda M. Csete, Secretary, and those on the attached attendee list were present.
The meeting was called to order at 7:40 P.M.
Mr. Kuhn announced that he and Mr. Rodgers have been in attendance at the Pennsylvania State Association of Township Supervisors annual convention in Harrisburg, which runs from April 9 - 11, 2000. Today they heard Gov. Ridge speak on the importance of returning the 2000 census forms. Gov. Ridge estimated that Pennsylvania lost $750M in federal funding last year due to underreporting of the previous census.
No items were brought forward at this time.
Mrs. Ewald moved to approve the minutes of April 3, 2000 and Mr. Willig seconded. Mrs. Ewald called for discussion from the Board and then the public. There being none, the vote was called and all were in favor.
Mrs. Ewald requested that the Board consider two draft ordinances for advertisement and scheduling. The first is to conclude hearings, last conducted in December 1999, on an Ordinance Amending the Charlestown Township Zoning Ordinance of 1979, as Amended, Permitting the Open Space Option as a Conditional Use in the Farm Residential District on Properties of 25 Acres or Greater with Historical Resources and Creating Additional Regulations for the Open Space Option. Presently this option is permitted only on properties 25 acres or greater that are adjacent to public lands.
Mr. Rodgers moved to advertise the continuance of the hearing for May 1, 2000 and Mr. Kuhn seconded. Mrs. Ewald called for discussion from the Board and then the public. There being none, the vote was called and all were in favor. Mrs. Ewald directed the Assistant Secretary to notify affected landowners and their neighbors. She called the vote and all were in favor.
Mrs. Ewald read a draft ordinance proposing to increase the number of members of the Charlestown Township Planning Commission from seven to eight members. She explained there is a question of validity on one of the positions and the Board is currently in litigation on this matter. Out of respect for the court, this position will be kept vacant; however, to provide the Planning Commission with full staffing in the interim, an 8th position is being proposed.
Mrs. Ewald moved to advertise a hearing to consider increasing the number of members of the Charlestown Township Planning Commission from 7 to 8 members and Mr. Rodgers seconded. Mrs. Ewald called for discussion from the Board and then the public. There being none, the vote was called and all were in favor.
Mrs. Ewald requested the applicant plan to end tonight’s proceedings at approximately 10:00 P.M.
The proceeds were recorded by Arlene LaRosa, Court Reporter. The hearing was continued to April 17, 2000 at 7:30 P.M. at the Memorial Chapel, Valley Forge Christian College.
No one was present from Rouse Chamberlin to discuss this issue. Mrs. Ewald said that Mr. Kohli and Mr. Rodgers are working on the matter, which she tabled to May 1, 2000.
Mrs. Ewald adjourned the meeting at 10:30 P.M. The next meeting of the Board of Supervisors is scheduled for April 17, 2000 at 7:30 P.M. at the Valley Forge Christian College.
