The third business meeting for April was held April 17, 2006 at the Great Valley Middle School, Room 154. Kevin R. Kuhn, Chairman, Michael Rodgers, Vice Chairman, Paul Hogan, Charlie Philips, Hugh Willig (arrived later), Mark P. Thompson, Esq., Surender S. Kohli, P.E., Gary Bender, Esq., Linda M. Csete, Township Administrator, and those on the attached list were present.
The meeting was called to order at 7:30 P.M.
Mr. Philips announced there is an article on Bill Andersen’s farm in the Horticultural Society’s Green Scene Magazine this month.
Mr. Kuhn announced that the Board held an executive session from 5:30 to 7:15 P.M. this evening with the solicitor to discuss legal matters.
Russ Hanscom, Valley Hill Road, said the contractors for Pulte were working on Easter Sunday all day. Construction work is not permitted on Sundays. Mr. Hanscom also asked about the historic stone wall along the development on Valley Hill Road, which the builders said would be removed. Mr. Kohli said the road is being widened as a requirement of the PennDOT highway occupancy permit. All widening will take place within the state right of way. Mr. Kohli will meet with Mr. Hanscom on site to look at the situation and make sure it is in compliance with the approved plans. Mr. Hogan noted there are no locks on the overflow outlets for the stormwater management system, which can be a hazard to children. Mr. Kohli said he’ll take care of it.
Mr. Rodgers moved to approve the April 3, 2006 Business Meeting minutes and Mr. Philips seconded. Mr. Kuhn called for discussion, and there being none, called the vote. Three were in favor. Mr. Kuhn abstained as he said he hadn’t reviewed the minutes.

Mr. Philips said now that the trash bin has been removed from the property at Yellow Springs and Morehall Roads, it’s being used as a dumping ground. Mr. Kohli will investigate.
The Administrator referenced her memo dated 4/14/06 to the Board of Supervisors outlining the two bids received for GIS software and training as follows:

Previous research by the Open Space Director had indicated ESRI was the only company in the area that provided the necessary support services for the software. In addition to the training included with the bid package, they offer additional optional software maintenance and support services. The Administrator recommended the bid from ESRI be accepted, and requested that a third person, Mrs. Bird, be added to the training classes as she expressed an interest in learning how to use the GIS system.
Mr. Philips moved to accept the bid from ESRI and Mr. Rodgers seconded. Mr. Kuhn called for discussion, and there being none called the vote. All were in favor.
The Township Administrator referenced Mr. Alston’s memo dated 4/17/06 outlining two bids received for mowing at Charlestown Park, Brightside Farm and the Township yard for the 2006 season, which recommended the contract be awarded to J & K Landscaping Inc. Mr. Rodgers moved to award the mowing contract to J & K Landscaping Inc. and Mr. Philips seconded. Mr. Kuhn called for discussion, and there being none called the vote. All were in favor.
Mr. Thompson opened the hearing for the Robert Joos conditional use application and the proceedings were recorded by Tom Corcoran, court reporter. No testimony was given. The hearing was continued to May 15, 7:30 P.M.

Mr. Kohli displayed a plan of the landscaping at Newcomen Road and Route 401 for Charlestown Meadows. He said the original plan had no berms, but Toll Bros now proposes to add berming to the area. The same number and species of trees that were proposed on the approved plan would be planted on the berm. He referenced a review letter by Ed Theurkauf dated 3/22/06, which was generally in favor of the plan. The Board indicated they had no problem with the proposed landscaping plan, subject to the Solicitor’s comments.
The meeting was adjourned at 9:12 P.M. The next meeting is scheduled for May 1, 2006, 7:30 P.M. in Room 154 of the Great Valley Middle School.
