Minutes of October 22, 2018

A budget work session and business meeting was held October 22, 2018 at the Great Valley Middle School Library, 255 N. Phoenixville Pike, Malvern, PA.

New Business

Change to Ending Date in Listing Contracts for Auchincloss parcels #35-3-75 & 35-3-75.1

Mr. Philips moved to approve the change to the listing contracts for the Auchincloss parcels, #35-3-75 and 35-3-75.1 to extend the listing term to 4/30/2019, and Mr. Kuhn seconded. Mr. Piliero called for discussion, and there being none, called the vote. All were in favor.

Mr. Philips to direct Mark Thompson to advertise for the acceptance of bids for the Auchincloss house for December 3, 2018, and Mr. Kuhn seconded. Mr. Piliero called for discussion, and there being none, called the vote. All were in favor.

Budget Work Session

The Board discussed the best way to move forward with the creation of a Capital Reserve Fund, which will consist of two accounts, one for General Fund Projects and one for Open Space Projects. Mrs. Csete said the Solicitor advised that the fund be created by Resolution, which will be prepared for December 3rd along with adoption of the final budget.

With the creation of the new Capital Reserve Fund, Mrs. Csete asked if the Board would like to move the items remaining in the Open Space Fund to the General Fund, since these were for minor costs and many were routine, maintenance related items. Revenue consists primarily of pavilion rentals and community garden reservations, also small amounts. With large open space related projects designated from a capital fund, the existing Open Space Fund is no longer needed. The Board decided that they would merge the remaining open space revenues and expenditures into the General Fund, and send all earned income tax to the Capital Reserve Fund, primarily for open space projects.

The Board then proceeded to review the budget draft prepared by the Township Manager and the following changes were made:

The budget will be revised and re-distributed to the Board prior to the November 5, 2018 Supervisors Meeting at which time Mrs. Csete will be authorized to advertise and post it on the Township website.
