CHARLESTOWN TOWNSHIP HISTORICAL COMMISSION/HARB MINUTES

Approval of Minutes

Mr. Stevens moved to approve the minutes of May 17, 2023 and Mr. Pittock seconded. All were in favor.

New Business

William Strohmetz introduced himself as a boy scout working toward his merit badge in Citizenship in the Community. The group gave him some background on what the Historical Commission/HARB does.

Dougherty Barn Demolition

The members reviewed documentation submitted by JoAnna Dougherty for 69 Hillsover Lane, where they want to remove a 1972 barn on the property in order to build a new barn. It was determined that this barn is not a historic structure and may be removed without appearing before the HARB to obtain a Certificate of Appropriateness. The Board of Supervisors had requested a letter once this determination had been made, and Mr. Stevens offered to draft it to go out under Ms. Dicranian’s signature.

Continuation of April 15th Property Tour

The Group adjourned the meeting to continue the property tour started on April 15th when six properties were visited to consider for potential additions to the Historic Resource List. The sites to visit today include:

  1. Pickering Dam Road Bridge
  2. 4039 Pickering Dam Road - house in the International Style
  3. Norfolk Southern RR Bridges - the Trestle Bridge over Rt. 29

Action Items

  1. The members will make notes on the properties visited this afternoon for further discussion.
  2. Mr. Stevens will draft a letter to the Board of Supervisors to satisfy a condition on the Dougherty conditional use approval decision that they have confirmed the barn is not a historic resource.
