CHARLESTOWN TOWNSHIP HISTORICAL COMMISSION/HARB MINUTES

Mr. Wright moved to approve the March 20th minutes and Mr. Stevens seconded. All were in favor.
Mrs. Philips asked about the status of adding additional properties to the Historic Resource list. Ms. Dicranian confirmed that the list of potential additions to the Historic Resource list was sent to Jane Dorchester in November and that Ms. Dorchester provided a proposal to research them for recommendation on inclusion in an updated list and map. Ms. Dicranian added that the Board of Supervisors had approved the proposal. Ms. Dorchester stated that she would make recommendations, but it was the Township’s responsibility to decide whether to move forward with her recommendations.
Mr. Stevens stated that health issues have delayed the calendar project, but he is now ready to move forward with the project.
Mr. Wright stated that the Board of Supervisors approved a proposal from TCA to provide Planning Services for the future development of the property. This planning process will involve participation with many groups including the HARB.
Ms. Dorchester passed out the attached “250 is Coming - Join Us” presentation Booklet and presented it to the HARB. Ms. Dorchester stated that it is the goal of Chester County 250 to have one hundred percent participation from the Municipalities in Pennsylvania. The formal participation in America’s Semiquincentennial celebration would be in the form of a Resolution from the Board of Supervisors. Supervisor Rubinfield agreed to take a copy of a sample Resolution and share it with Chris Heleniak and request that the Resolution be considered at the next Board meeting.
Ms. Dorchester said that the Chester County 250 commission can help the Township with advertising and social media announcements. She also passed out an additional document which is also attached that provides information for individuals who may want to take a pledge to become part of Chester County 250.
Ms. Quigley suggested that it would be a good idea to look at what was done locally for the Bicentennial to get ideas for Chester County 250. She added that a plan showing the houses and properties in Charlestown in 1776 would be very interesting.
Mrs. Philips stated that the HARB must have a Charlestown Township Planning Commission member as a HARB member. Currently Mike Richter fills that position, but has not attended meetings recently. If Mr. Richter can’t attend the meetings, then another Planning Commission member must be appointed to then HARB. Mr. Wright offered to reach out to Mr. Richter to find out whether he plans to continue as an active member of the HARB.
